AECOM is seeking a Risk Manager for one of our offices in Sacramento, CA .

JOB SUMMARY

This position sits within the Program Performance and Risk Management Branch. The role is essential for promoting effective risk management and ensuring alignment throughout the program. This role plays a critical part in managing risk across procurement, estimation, planning, and construction activities driving comprehensive risk management across the program. The Risk Manager will lead risk oversight for multiple initiatives, support enterprise-level risk integration, and collaborate closely with engineering, estimating, and procurement teams to ensure strategic alignment and proactive risk mitigation.

JOB RESPONSIBILITIES: 

  • Risk Management & Analysis
    • Lead development and maintenance of cost and schedule risk models.
    • Manage and update the Authority’s risk register, ensuring alignment between project-level and program-level risks.
    • Conduct qualitative and quantitative risk assessments across active contracts and upcoming procurements.
    • Prepare quarterly risk management reports and maintain the Program Risk Management Plan.
  • Procurement & Estimating Integration
    • Participate in procurement workshops and integrate risk perspectives into ongoing procurement strategies.
    • Collaborate with estimating and planning teams to ensure risk-informed decision-making.
    • Support risk analysis during estimation, Project Update Report development, and business planning phases.
    • Engage in engineering scoping and procurement actions from estimate development through award.
  • Program-Level Oversight
    • Monitor and support risk management across Central Valley contracts and other projects within the program.
    • Identify and address gaps in risk coverage during transitions from estimating to execution.
    • Support Authority Grant applications and Program reporting requirements
    • Develop an independent summary level schedule risk and cost risk reporting tools. [objective challenge project level risks; maintain integrated program level schedule and cost risk profile / regularly update Executives on exposure]
    • Maintain Authority Program Risk Management Plan. Create quarterly program risk management report [Program Risk and Contingency Management Plan update qualitative and quantitative]
    • Provide templates to ‘project risks managers’ [Qualitative risk registers, QRA’s output cost / time]
    • Support Project Controls in the identification and delegation of project risk management to project teams and direct creation / maintenance of project RCMP’s
    • Review / debate / challenge project risk and opportunity qualitative and quantitative assessments by ‘project teams’
    • Work collaboratively with Enterprise Risk Personnel to further Authority risk management goals
  • Stakeholder Engagement
    • Collaborate closely with key stakeholders across the Project Controls Office, including Change Management, Performance Management, Scheduling and Cost estimation teams, Provide strategic guidance and practical tools to project teams to support the implementation of effective risk management practices. Actively represent the risk function in cross-functional meetings, workshops, and procurement planning sessions to ensure risks are proactively identified, assessed, and integrated into decision-making processes.

Qualifications



MINIMUM REQUIREMENTS

  • BA/BS + 10 years of relevant experience or demonstrated equivalency of experience and/or education, including 2 years of leadership

PREFERRED

QUALIFICATIONS

 

  • Experience in large-scale infrastructure or transportation programs.
  • Strong understanding of risk management practices in construction and procurement.
  • Ability to manage multiple priorities and lead cross-functional coordination.
  • Familiarity with program risk frameworks and project controls systems.
